Japan wants to put a man on the moon before China does

Japans space agency JAXA has submitted an ambitious proposal to the countrys Ministry of Education, Culture, Sports, Science and Technology: it wants to fly and put a man on the moon by 2030. The agency is either directly challenging Chinas plans to do the same thing by 2036 or is planning to work with China to reach their identical goals at the same time.
